I think it might be reasonable to say that the NF and Nortenos may be a bit more organized than the EME is with the Southsiders. Definitely the Nortenos are FAR more unified in the streets. In prison both are probably close or equality organized and unified.
The Northener gangs also have more of a incentive to be unified because of all the gangs in NorCal that have decided to be Surenos up there, so instead of fighting one another, they use their energies on hating and fighting against the so called Southern Invasion.

Southsider gangs aren't very unified for the most part. It gets worse in LA within the actual city because there's just way too many gangs and gang members for the EME to micromanage and be able to effectively influence.
When the meetings first took place in 93, they tried to get everyone to squash all their long standing beefs and instead focus on attacking Blacks.
Some of the old rivalries were too deep and there were already gang related murders taking place within days. But they did manage to set the No Drive By rule and put it into effect and drive bys are still very much frowned upon among just about every Southsiders gang. It did cut down the murder rate I believe.

The thing is it depends on the area and the actual EME member that controls the territory wether or not the gangs will fall in line with every rule passed down.

Some places just outside of LA in the Inland Empire there's old gang rivalries that were put to rest back in the 90s and they followed the orders of the EME members that wanted this to happen. Mainly because the gangs in the area were taking orders from EME members that were also from their local neighborhoods. The Gang will more than likely be happy to work for and be loyal to an EME member that is one of their own homeboys from the neighborhood or at least the general area.
These types of gangs usually have strong and direct ties to the Mexican Mafia which means more organization and more of an emphasis on making money.
Small and newer gangs in South Central LA may be very violent and hardcore but are less likely to have direct EME ties so the only ties they have is when they pay taxes to the tax collector who most likely isn't a MExican Mafia member either. And many don't pay anything because they aren't on the map and their activities come down to tagging walls and fist fighting.

As a whole, bloods and crips are not that organized like the mafia is all
Organized crime.
You have many crips or bloods gangs that are just street gangs.
But you also have some crips or bloods groups that are organized and are no more a street gangs but are fully organized crime or they have a feet in the street gangs world and the organized
Crime world.
For exemple, BMF who was mostly crips/gds, the group was fully organized crime. And I guess you have other groups like that, that we don’t know.
Also, in Montreal, the syndicates are mostly crips, and they are fully organized crime.

You also have powerful gangs, that are in the organized crime world and the street ganga world. For
Exemple the Rollin 60s of Los Angeles, are in both criminal world.

Also, with the popularity of rap, many street gangs find a way to clean there dirty money, and became organized crime.

The Hispanic gangs IMO keep their structure tighter and more disciplined. They are also way more secretive, even more than the American Mafia.

I think they would only know how many are in the group/crew they are in. Maybe smaller Blood and Crip gangs count membership. Even a few Mafia members have disputed each other regarding membership counts. It's good question, maybe the FBI has an estimate of their members, if they are following them.

In particular La eMe (1957), but Crips (1969) and Bloods (1972) are around for a long time.
