The central leadership has connections to high level public and security officials from the local police commander to the Mexican military generals and central intelligence etc. but there is much corruption can do if you start to openly challenge the Mexican state and use the country as a battleground, silence the media, attack the municipal, state, federal police or military and municipal police and the pressure/support from the United States. The whole municipal police and some state police agencies have been infiltrated by the cartels, you are just bitter than the mob has never been close to the power of the cartels.
