If we're talking about members in the formal sense, i.e. that they've gone through the blood and fire initiation ceremony, it would have been in the 1970's when they apparently started using it. I've seen one estimate of 150 during that time period. But the official estimates really didn't start becoming consistent until the 1980's, when the feds started keeping much better tabs.

Aiuppa made 150 guys in the 70's?

Seems like a lot, doesn't it? For the record, that 150 figure came from a former poster on the RD forum (Little Al) who many considered to be the most knowledgeable on the Outfit. And as big as the 150 figure was, it was relatively conservative compared to other figures from Roemer and others.

My opinion? I take pre-1980's estimates of the New York families membership with a big grain of salt. So when you factor in the Outfit using the ceremony not until later on, there's even a bigger reason to take estimates there from decades ago with a grain of salt.

I see. Yeah, it seems like the outfit peaked in membership in the 60's, according to people. But who knows.

Would be interesting to hear people from the 50's and 60's talk about what they considered being made or who they considered made. Without an actual ceremony and being so long ago, would be interesting.

Does Little Al post here? I have so many intricate questions about the outfit, would love to get them answered.

No, he doesn't. Haven't seen him on the other forum in quite a while either.
