I believe it ends in 1959 because that's the year Pentangeli, Fredo, Roth, and Mama die, and all those deaths occured in the last 30 minutes of the film. The Godfather Triology website has a timeline for all the major events in the movie.
1960. Roth says: "I came home to vote in the Presidential elections." The elections were in 1960. (The next elections were in 1964, but Michael's children weren't much older than in the beginning.)

Most of the action, until the end, is fairly closely spaced: --Anthony's party/visit Roth: December 1958. --Visit Frankie: late December '58. --Cuba: December 30-January 1, 1959. --Senate hearings: Probably several weeks later. --Roth shooting: 1960 because, as Danito noted, Roth claimed he was coming to the US to vote in the Presidential election.

It's a '58 Chrysler Crown Imperial Ghia, one of fewer than a dozen built that year by Carrozzeria Ghia of Turin, Italy. It was the most expensive American car of that model year--$13k+. It's the rarest post-1950 car in GF II. Trust FFC to find one.

Of course, Lansky's actual return to the US when he was arrested was after he was refused entry to Israel which happened about 1970. That appears to be the scene they screenplayed in GFII.
