Finally saw this and one question I got is, why did he say he could only trust her when Dignam was still around and he knew the truth. Why not just give him the tapes. Still a great movie though.

Costigan didn't know where to reach Dignam because Dignam went "underground" after he quit.

My theory is that Dignam went underground, doing his own little ruthless investigation into who capped his boss, and later his co-worker in Costigan...until Vera Farmiga gets him Billy's tapes....then he goes out for bloody revenge.

I agree Ronnie. After watching some idiots debate on whether or not Dignam was on the take, and a mob mole in his own right (Not here, on IMDB) I read the script online, to see if it mentioned Dignam's POV. It does, it reads that Dignam avenged the death of a cop that he "didn't even like", because it was the right thing to do. He just couldn't let him get away with it.

Dignam a mob mole? Interesting.

Of course, if that was ever intended, my only problem would be this: If the mob has Dignam the mole, why need to send another in Damon into the same HQ?

Maybe Dignam though is a mob mole of another crime outfit outside of Nicholson's.

Anyway, I still think the guy was a cop who got pissed that his boss/mentor and partner were killed, and he got his revenge.
