They were both made by THQ, who jumped ship from WCW to WWF before the WWF bought out WCW and became WWE.
The engines are nearly the same, that's why they are so similar. But tweaked and advanced, obviously, for No Mercy which came out a couple of years later.
Many still consider the No Mercy game to be the *best* wrestling game engine, and still want THQ to make a sequel on the nextgen consoles.
