Is that the WHOLE Corleone Family? Or is that the most known members on the chart and there are still plenty more henchmen

No, it wasn't all of them.
As a dramatic piece, the purpose of the chart was an attempt by the Senate committee's investigators to show that Michael was the head of an organized crime family. So they put up an organizational chart that included names and photos of people they knew about. As others have pointed out, it was full of errors (such as naming Fredo an underboss and having him higher in the chart than Neri or Rocco).
As a prop, it showed FFC's fanatical attention to detail. The chart in GFII is an exact replica of the charts used by the Eastland Committee during their televised hearings starring Joe Valachi. Check out this link:

Thanks Turnbull. Just like in reali life Valachi named a soldier who was on the chart of one crime Family but was actually a member of another crime Family.

Willi Cicci probably Viewed Fredo as an underboss since he was Mike's brother. That was the only error on the Corleone Family chart.
