As a dramatic piece, the purpose of the chart was an attempt by the Senate committee's investigators to show that Michael was the head of an organized crime family. So they put up an organizational chart that included names and photos of people they knew about. As others have pointed out, it was full of errors (such as naming Fredo an underboss and having him higher in the chart than Neri or Rocco). As a prop, it showed FFC's fanatical attention to detail.
