The families out NY must still send papers with the associates names to induct? Or are free to induct how people they want?

I think NYC has a say, though I doubt much inducting is going on outside of New York.

I think it’s mosty going on after the fact, like in Buffalo after todaro was made underboss the 5 families were told. More of a courtesy than anything. I imagine the families in closer orbit to the five families like New England, jersey, Philly and Buffalo let the NY families know something. If Chicago is making guys, or Detroit they might say something after the fact eventually. If KC is making anyone maybe the same but maybe they just tell Chicago. Every other city seems to just be associates/legacy guys. Also la for sure tell the Gambino family as they are essentially an extension of them at this point like with the iavarone bros from Ontario.

I think only New Jersey and Philly have to give the list to the NY families before making the guys. I think Buffalo and New England can make guys without having the approval of NY because, unlike Philly and NJ, they don't recruit from the same pool of guys (albeit some exceptions that can be dealt with directly).
