As time went on the seats on the Commisson dwindled.
How did it come about that Genoveses represented the Pittsburgh and Cleveland families ?
Im assuming the New England family.was under the Genoveses.
How was it determined that Genoveses were.to.behold that responsibility?

I wish we really knew when and where. Also who was at the commission meeting in 1981 or so when they took the bonanno vote. That's a major thing and we never even heard a thing threw all the confidential informant on the streets in 82. Who was the leading charge persico big paul chin. Tony ducks.... carmine galante must have went to a few meetings when he was acting boss in 76 77. The other bosses wouldn't have given him the power to induct almost 100 new members into that family in 76 to 77

In the case of Pittsburgh, there are two events why the Genovese crime family represented them on the commission. First, Joe Siragusa was a close ally to Maranzano so Luciano monitored the family, but in all actuality it is most likely Joe Profaci who represented them on the commission. Then you had John Bazzano vs the Volpe brothers. The Volpe brothers went to the Luciano and Gagliano families in New York City, where it was brought up to the Commission. After Bazzano was killed and found in Red Hook, Brooklyn, the Genovese family represented both Pittsburgh and Philadelphia.
Cleveland, the Milano brothers were good friends with Frank Costello and Willie Moretti. Frank Milano would be arrested in his teens on counterfeiting that was said to have been ran by Rocco Pellegrino uncle. When the Teamsters took off, Cleveland did alot of business with members of the Genovese crime family that were high up in the Teamsters.
New England had guys that were made into the Genovese crime family then transferred over and vice versa. During the prohibition years, Boston and RI could get a hold of Scott's whiskey and other brands that high society preferred, thus Boston and New York ( Genovese, and Lucchese) did a lot of business together.
1981 commission meeting on the Bonannos were Paul Castellano, Joe N Gallo, Anthony Corallo, Salvatore Santoro, Dominic Alongi, Thomas DiBella, and Al Persico. No representatives for the Bonannos were present.

Don't know who took the lead to have the Bonannos thrown off. It is true that with Joe Bonanno's departure in 1969, his family lost a lot of influence, prestige and rackets within the Commission as his name carried a lot of weight. I've even heard they were removed from the panel twice: once during the Banana Wars, and the 2nd time was Donnie Brasco. In any case, infighting, high attrition and junk dealing were also big factors into why they lost their seat. Others say they were stripped of their seat from 1964 to 1991, but that's questionable given that they inducted new members between 1976 and 1984 before the rolls were closed on Commission orders. Plus, during the Donnie Brasco operation, they really had to seek approval from the other bosses in order to set up shop in Milwaukee, as they were being represented by Chicago at the time.

I am wondering if Chicago still has its Commission seat, and who now represents Buffalo, Detroit, St Louis, KCMO, and New Jersey on the Commission.

When was the last time Chicago attended a commission meeting? Or the last time Chicago had dealings with a New York family?

The last big one was when they did the Grandfather act with the Casinos in Las Vegas that were owned by New York, when Atlantic City allowed casinos. It is the only time Chicago met with 3 of the New York families, Angelo Bruno, Boston, Cleveland, and Detroit representatives. Chicago sends messages through the Genovese family, and still communicate with the Genovese to this day.

Chicago and Genovese Skippers John Matassa Jr and Danny Pagano are brother in laws and just one example of the close relationship between the outfit and the Genovese

A March 1986 raid on DiBernardo's office seized alleged "child pornography and financial records." As "a result of the Postal Inspectors seizures [a federal prosecutor] is attempting to indict DiBernardo on child pornography violations" according to an FBI memo dated May 20, 1986.

I think I read somewhere Dom Cirillo used to be the messenger between them and the Outfit.

I am almost positive the Genovese represent Buffalo. When there was an issue in the early 80s and made guys from Buffalo went to NYC they went right to Fat Tony and he told them to relay the message that this is coming from the commission/big boys.

I wonder if the Commision thought of the other mafia families other than Chicago as lesser mafia families ?

Yes, contrary to popular belief that it is defunct.

Wiretaps recorded from 2015 to 2017 indicated Domenico Violi was made the underboss of the Buffalo crime family, by boss Joseph Todaro Jr. in October 2017 in a meeting in Florida; the first Canadian to hold the second-highest position in the American Mafia. The wiretaps also revealed the activity of The Commission (the governing body of the American Mafia) as Violi's promotion was so unusual that Joe Todaro Jr. consulted with The Commission for permission to promote Violi as the Buffalo family's new underboss.
