If the Mexican Government didn't capture him the CJNG would have killed him. The Santa Rosa de Lima Cartel is a relatively unsophisticated cartel compared to the CJNG and nowhere near as powerful because most of their profits came from extortion and fuel theft which pales in comparison to the huge profits the CJNG makes from narcotics trafficking. The CJNG can pay for a much larger and more sophisticated army of soldiers.
