I have seen this photo a bunch of times and recognize that this Bulletin board of photos is only a government guess at who held the power in those days.
Looking at it, it appears to be 90% accurate but I came across a name in the Bonanno family that I have never seen before.......Perrette?
The government believed he was Rastelli's Consigliere.

My assumption is that he was part of the Zip crew... Probably Sal Catalano's underling.

Bobby Perrette is who you are thinking of. Not a zip. He sat on the sidelines during the renegade capo and was someone neutral to many in the Bonanno family and was close to Rastelli after his release from prison. Passed away right before Big Joe was release from prison. Made in the big Halloween ceremony in the 1970's.

Good catch never heard his name. I pretty sure steve beef cannone was the consig from the time phil rusty became boss 73 74. Steve beed died in 1985 there alot of articles on him theres the pictures of neil dellacroce and him hugging the shooters of carmine galante after that hit. Maybe he was consig 1986 and after?
