What family was he with?

Not much info on this guy.

Also, was there EVER a Canadian based commission? If there was, I assume that this was around the time Nicolo made his power move.

He was a made member of the buffalo family. There's plenty of info out there on him. Some books cover his story, such as Mob Rule, which also covers the Commissos. Excellent book

He was made in the Buffalo family had was able to transfer Giovanni Papalia from Montreal to the Buffalo family faction in the Toronto area (Hamilton). It was the Cossimo's who were behind Volpe being killed.
