Pretty cool article. Says the boat sat in international waters and they'd ferry gamblers out. This one that sunk was near San Diego so I wonder if it was their under their LCN family's control or LA? Was this a thing anywhere else with a sea port like Nola, Tampa, or any of the East Coast families?

That's pretty cool. Don't think this was in control of the LA family, it was most likely a Chicago venture, it's the 30s, so it could've been a joint venture with Chicago, the East Coast Families, and LA. I loosely recall reading some articles a few years back, that a couple of these may still be operating today, not the original ships, but modern ones, that are operated by the E/C families off the coasts of Long Island or something and maybe the Montreal Mafia operating one in like the DR or some shit.
