This is an interesting person to say the least. He grows up in the Wests Town area. His father is a Cook County Sheriff's Deputy. I believe he is Jewish. In 1973, he became a Chicago Police Officer. In 1983, he was arrested and convicted of insurance fraud and bounced off the police force. In 1985, he was arrested for Burglary of jewelry stores. According to this news article, in 1987 he testified against his codefendants.

In 1990, Manning was arrested on two cases. One was a federal kidnapping case out of Missouri that occurred in 1984. The other was a mob related hit in Chicago in 1990. Manning was also suspected of killing a mob associate in Buffalo Grove, Illinois in 1986 and also was a suspect in the death of his own father. There are also reports that Manning was an FBI informant who left the program.
Manning got life on the Missouri case and the death penalty on the Illinois case. The Missouri case was overturned on appeal around 2000 and the Illinois case in 2003.
In 2003-2004, Manning married a much older women and moved to Florida, returning in 2011 to Chicago, supposedly hooking up with the Grand Avenue crew. In 2012, he and an ex Willow Springs cop named Gary Engel were indicted for a variety of offenses. Some of these offenses involved taking over a Strip Club from associates of the Elmwood Park Crew. Manning tried to get permission from Grand Avenue Capo Alby Vena, but was turned down. Manning was later convicted and sent to prison for life.
Does anyone know anything about this guy? If Manning was an FBI informant and did in fact testify against his cohorts in the 1987 case, why would the Outfit work with him? Or was there something else at play? He seems to have been Outfit affiliated even after testifying.
