And with the decimation of traditional mafias, a whole new type of organized crime, both racially and tactically, has infiltrated the illicit landscape. “There’s been a restructuring,” Lombardo says.

Different rackets. No competition. Even in the 70's most LCN guys were only peripherally in the dope game and at mid levels (save for maybe some Bonnano crews). And if they were dealing, they were doing it on the hush. That's the lion's share of what these ethnic crews do. Agree?

There is nothing new in this story:
When America began urbanizing ~150 years ago, new rackets sprang up--prostitution, gambling, dope, illicit booze, extortion--that were seized by gangs of recent immigrants. Long before the Mafia became entrenched in cities, earlier immigrants--Irish, Jews and Chinese--dominated the rackets. Their economics were simple: a lack of opportunities in the legitimate world, coupled with plenty of opportunities to exploit the vices of their fellow ethnics.
The Mafia is declining today because Italian Americans are far more assimilated than they used to be. The smart guys go to college; the Mafia gets the dummies. Meanwhile, newer immigrants, such as West Africans, Vietnamese, Albanians, Jamaicans and Russians, grab the street rackets.

They've been repeating that old mantra since the 1960's in some books I've read. Back in the 1960's they claimed the blacks would take over. Then it was the Cubans and Colombians in the 1980's. Then it was the Russians, Japanese, and Chinese in the 1990's. By the 2000's it was the OMC and Mexicans.
Nobody is going to take over. Each group has their niche. The only place where there might be interaction is drugs. Most of the time they will work together and not kill each other when it comes to ethnic groups, which is kind of strange. The Mexican cartels slaughter each other. The Mafia, Camorra, and Ndrangheta slaughter each other. Blacks gangs slaughter each other. Bikers slaughter each other. You hardly ever hear of BGD fighting the Mexican Cartels over drug routes or Latin Kings fighting the Pagans. The only time it somewhat came to blows was with the Mongols vs La Eme. Even then, the Mongols were mostly Latino by that time. Don't forget the great Albanian takeover that never happened. The writers apparently aren't aware of the multi-million dollar stock, health care, and telecommunication frauds by the LCN.
