Why did Rockford have to introduce act as a middle man to brasco/ruggeiro meeting chicago? Did chicago then act as an intermediary for them to meet Milwaukee/balistereri? Why couldn't a made man with the bonnanos go direct to a boss in another family?

Protocol. They wanted a meeting with Chicago so they could do business in that city, they had to go through a branch of LCN that's closer to NY, who had access to Chicago. Rockford being under the Outfit was the answer. Who knows why they didn't just go to Chicago. But this was during the 70's early 80's, tradition and protocol was still big in CN. Lefty & Co did things the traditional way.
