Eugene Boffa, a convicted bank embezzler from NJ, was the mastermind behind a labor leasing scheme that enabled employers to avoid difficulties with Teamsters locals. At the same time, workers pay decresed while Boffa and his accomplices extracted a percentage of the labor leasing contracts. Labor department investigator McKee said Boffa owned or operated 30 labor leasing companies in 10 staes, Canada and Pureto Rico. The labor leasing companies had contracts with large corporations such as Shell Oil, Continental Can, Coca-Cola, Crown Cork and Seal, Iowa Beef, American Cyanamid, Crown Zelerbach, International Paper and Mobil Chemical. Boffa's companies earned several million dollars a year. Investigator McKee said that information developed during the investigation by the Organized Crime and Racketeering Office of the Department of Labors Inspector General and presented at Boffa's 1980 trial indicated that recipients of payoffs from Boffa or his accomplices included these Teamsters officals:

Louis Pagan, Puerto Rico Local 901
Nicholas Robilotto, Albany Local 294
Leroy Nunes, Oakland California Local 70
Vito Mango, Columbus Ohio Local 413
Anthony Nunzio, Salvatore Provenzano and Salvatore & Gabriel Briguglio all of Union City NJ Local 560. Six defendants in the trial were found guilty of labor racketeering. Boffa received a 20yr sentence and a $47,000 fine; Frank Sheeran 18yrs$27,000; Robert Boffa, 12yrs. $24,000; Lois Kalmar, 10yrs&20,000; Chandler Lemon, 8 yrs.$8,000; Robert Rispo, 5 yrs. probation. Robert Boffa and Lemon, their convictions overturned on a technicality, and were to be retried .
