He was only an "Acting Boss" but he cleaned house, pulled in all of the crews into a cohesive unit, replanted the flag in Toronto, and redrew the lines with the 5 NY families, New England and the Buffalinos, and he locked down the LIUNA locals. He was Fierce, ruthless and brutish but smart at the same time.

Fedrico G. Randaccio, also Known as "Fred Lupo" was born July 1, 1907 in Palermo Italy. At the present time he resides at 562 Richmond Ave, Buffalo Ny. Randaccio was first arrested in 1922 as "Fred Lupo" for juvenile delinquency. About two years later he was arrested for gambling. That same year he was arrested for bootlegging. In 1928 Randaccio was arrested for assault, third degree: again in 1930 for felonious assault, and in the latter part of the same year he received a 10 yr sentence for assault first degree. This charge was reduced from robbery first degree after holding up a garage proprietor. Randaccio was paroled, but returned to prison in 1938 for violating that parole. In 1956 deportation proceedings were initiated against Fred Lupo Randaccio by the Immigration and Naturalization Service. These proceedings were dismissed, since Randaccio citizenship was obtained as a result of his 6 month's service in the US Army in 1945. Randaccio business fronts are varied. A corporation called the Frontier Lathers Inc. was formed with Randaccio as its president, John Cammillieri as Vice President, and Pat Natarelli as secutary-treasurer. This corporation lasted a short time. Randaccio then entered a partnership withe Fred Mongavero in the cigarette vending machine enterprise under the name Delaware Vending Co. This company attempted to take over and monopolize the predominantly Italian West Side of Buffalo, with the use of persuasive salesman such as John Cammilleri, Pat Natarelli and Sam Miano. Randaccio's next and present business venture is with a construction company known as Tur-Ran Builders, operating out of Amherst NY, a suburb of Buffalo. This business was formed by Randaccio and Fred Turano. Randaccio is considered Don Stefano Magaddino's enforcer. To maintain his present position , he surrounded himself with a corps of trusted and loyal associates such as Cammillieri to handle labor and union racketeering; Pat Natarelli and Joseph Fino and Daniel Sansanese to take care of organization bookmaking interests and Steven Cannarozzo to handle the syndicate's policy business. Although lacking formal education, Randaccio is regarded as a great organizer, with ample ability to hold the organization together in times of stress. Other associates of Randaccio include:
Fred Mogavero
Herman Weinstein
Stefano and Antonio Magaddino
James LaDuca
Salvatore Bonito
Paul Briandi
John Montana
Roy Carlisi
Of Buffalo.

Vito Aquece
Charles Cipolla
Daniel Gasberini all of neighboring Canada area.

If Lupo had not gone to prison when he did, he probably could have stabilized the family, especially when Maggadino was starting to get old and senile. Rochester may not have broken off if Lupo had not gotten locked up. Who really knows though?

I agree 100%
It was Lupo who locked the LIUNA locals into the interstate highway construction, and eliminated dead weight from some crews
