I believe Joey would have ran the family while maintaining a good relationship with the commission. There was no reason for him to cross swords with Carlo Gambino, especially since he was outgunned.

Maybe I'm in the minority, but I believe Gallo fought with Profaci over what he felt he was owed, and not simply for the sake of fighting. Once he became boss, he wouldn't have had a reason to pull a Galante, and he would have focused on making money through the rackets.
