Jimmy became very powerful in the Outfit, as Black Sam's right arm, in the mid-1980's. Black Sam was with Johnny DiFronzo at the very top of the Outfit at a time when it was still extremely powerful and vicious.

Jimmy can hurt Johnny DiFronzo and Joe Andriacchi, and I have heard the government is trying to get him to open up. They could be making prison as uncomfortable as possible for him, perhaps to make cooperating a more attractive option.
