Sal Catucci owns the last container terminal in Brooklyn, in the Red Hook neighborhood. He was subsidized by the city to keep his terminal in Brooklyn, rather than move to Jersey. So he "barges" the freight over to Jersey once it has been unloaded.

I would guess that the city wants his operation moved to make space for the booming luxury cruise business that has taken up in Brooklyn.
