Its a technique of harassment employed by law enforcement agencies,that started in the 60's,against organized crime figures.Designed to make a target crack from the pressure of constant exposure, the surveillance is both obvious and constant.

The practice of lockstep surveillance is not limited to the FBI and police.It has been alleged that corrupt local authorities have used lockstepping against criminals as a way of getting leverage for bribes. Private detectives have been targeted in personal vendettas as well.

The most famous target of a lockstep surveillance was Sam Giancana. In 1963 the FBI conducted a 24 hour watch of his every move as well as that of everyone in his household.Detectives were tailing him by a matter of few feet behind him.Sometimes 3 or 4 FBI cars were driving behind him and they even parked infornt of his car when he tried to leave his garage or some parking lot.

The agents used 8 or 9 men on a twelve hour shift,24/7.Some times Giancana,known as a Capone wheelman,broke away from the tail.Bill Roemer had a dozens of stories about harassing Giancana.The surveillance also fouled up Giancana's efforts to run his organization.Giancana was mad as hell but always kept calm and never erupted,but instead he took this to the courts and filed a suit against the FBI.He even showed a 5 min video as evidence of the agents in action.The court ordered that the FBI should mantain specified distances between the agents and Giancana.

In some other cases the FBI lockstep encountered violence.For example in 1963 at a Brooklyn funeral of the father of a member of the Gambino crime family,a special agent entered the church with a hidden camera.Suddenly he was grabbed and thrown out of the church and pistol whipped with his own gun.The name of the agent was John Foley.

Toodoped, in 1963 I was in grade school. I remember the cars that would be around the House sometimes. The Feds were obsessed in getting Mooney because he argued vehemently with Roemer and threatened him.

Roemer was an asshole who didn't like being disrespected.

If you'll notice, there were no cars following Tony Accardo all the time, only Giancana.

Oak Park is right next to River Forest in Chicago.

Giancana & Battaglia lived in Oak Park.
We lived in River Forest.
Accardo lived in River Forest.
Dominic Blasi lived in River Forest.
Cerone lived in Elmwood Park.
Auippa lived in Melrose Park.
Nicoletti lived in Melrose Park.
DeStefano lived in Galewood, which is part of the City of Chicago right next to Elmwood Park, where he could have a gun pointed at Cerone's head. LOL

To tell you the truth I don't like Roemer also and i don't belive him much.And yes Mooney was harassed all the time,while nobody touched Joe B.What do you think about the "respect",the FBi had for Accardo?I know that theres a story(told by Roemer probably) about the "family pact" between the outfit and the fbi,but theres gotta be something more than that,like giving some inside info or something like that...

Toodoped, The Family Pact was a bunch of bullshit that Roemer invented to make himself look like he brokered this big agreement with the famous Tony Accardo who respected him. It had nothing to do with the Feds not harrassing the wives and Children of the Outfit and vice-versa.

During the course of their investigations, the Feds found out some private things about a lot of Outfit guys which almost always involved other women. In addition. There were even one or maybe two cases where there was some crossing over.
( In other words, a couple of guys who were predominately Heterosexual, sometimes had some homosexual activity).
Noone was outright gay that I ever heard about.

The vast majority were guys cheating on their wives with girlfriends or strippers or prostitutes. Not every guy cheated on his wife, but most of them did by far.
Well, as it turned out, the Feds were similar but not quite as bad. A lot of them cheated, a fair amount didn't and a couple occasionally crossed over with their cheating.

The Outfit HAD THEIR WAYS to monitor the Feds Guys also.

So, IT WAS AGREED UPON, that the Outfit guys wouldn't compromise any of the Feds with their wives if the Feds promised not to compromise the Outfit guys with their wives.

In some households, the Italian women were tougher than the men! Plus that, It was hard enough out on the streets and an Outfit guy wanted to go home and have peace with his family.

It was kind of a quick gentleman's agreement. The Outfit had actually more to lose than the Feds because they were worse.

Roemer made a much bigger deal out of it than it really was in reality. He wanted everbody to think that Accardo actually liked and respected him because Giancana, Alderisio, DeStefano and Spilotro hated him and threatened to kill him.

DeStefano would have had a couple of his men grab Roemer and take him down to his torture Chamber where he would have tortured Roemer before killing him. Dyno was crazy.
Ricca and Giancana, mostly Ricca, stopped him.
