No way of knowing. First off it's pretty assumed that Tony dies in the last episode. So In Reality Pauly probably is acting boss and ya the most prominent characters still alive under him are Patsy, Benny, and Waldon. But also who knows who gets implicated in whatever Carlo gives up, him and Patsy ran a book together so Patsy probably goes down. Not to mention whoever Jimmy Petrile from Brooklyn gives up to the FBI that goes left unsaid.

The only person i can think of is Patsy but as Allday said there's a good chance he would've been jailed. Weirdly Walden isn't that far out of a guess even though he was only in the last few episodes, the only other person i can think of ahead of him is Larrys son, the funny thing is Benny would've probably ended up in the admin

Given the status of the Family after the final episode,I don't think it makes a bit of difference whether Tony dies or not.The Sopranos,as a Family, are finished, so consigliere choice is a moot point.

If Tony lives,who does he have? Three captains,and a handful of quality soldiers.The other Families will move in and start gobbling up rackets and territory that will now be unsupervised. What's Tony going to do?

If Tony dies,Paulie,a self serving weasel,would try to take the top spot,but would wind up settling for whatever the other Families would let him have.

Either way the Sopranos would wind up much like the Westies,a big gang with some earning power,but no clout or respect in the Mob world.

Fairly likely that with the decimation of the Lupertazzi Family from Jimmy Petrile turning informer and the decimation of their partners the DiMeo/Soprano Family in Jersey from Carlo Gervasi turning informer another crime Family extends into Northern New Jersey and absorbs much of the vacant territory.
