By betraying Michael strictly for self-gain and putting his brother's life, the lives of his brother's family, and The Corleone Family in danger - even unwittingly - Fredo became an ally to Michael's enemies. In effect despite their blood ties - Fredo was then one of Michael's enemies, and always would be. He could never really be trusted again. Too weak, too stupid, too vulnerable to temptation.
No matter how much this subject is brought up...it never fails to amaze me how people don't bother to look at that aspect of it.
I agree with That Moltisanti kid ... Michael's decision to have Fredo killed was shocking, extreme - but justified.
No, I didn't hate him for it but actually felt sorry for him, because as Don Corleone and not merely kid brother Mikey...he could come to no other decision.
That's what makes the flashback scene at the very end of GFII so brilliant...a stroke of genius.

It was a hateful act. But, as others said, it was justifiable--even necessary. Bear two points in mind: First, Fredo's upfront motive in betraying his brother was to advantage himself at his brother's expense ("They said there'd be something in it for me"). And, he may well have been lying when he said, "I swear to God, Mike, I didn't know it was gonna be a hit." Many of us here believe Fredo opened the drapes to Michael and Kay's bedroom. Why did he do that, if not to set up the murder of his brother (and likely, his sister in law)? Second, Michael never gave an enemy a second chance--and with good reason. If he gave someone a pass, that person would have been enabled to try again. Would Fredo's grudge against Michael--"I'm your older brother, Mike, and I was passed over...it ain't the way I wanted it"--have diminished? Or, over time, would Fredo have brooded, and decided to try again to depose his brother?
