When soldier wanted to open some business,or establish new racket,who (from family members) helped him (gave him money) to do that?Is that consiglieri,boss or...?

Traditionally, the consigliere of a Family held the Family´s money for these kind of purposes. But of course, the money wasn´t given to a member, it was loaned out perhaps at one point. The member had to pay back the loan with the interest.

Members of the Family had the opportunity to borrow money from the Family if they needed it when going into business. Sometimes they needed money for a small investment perhaps in a fully legit enterprise. Sometimes money was needed to start a loansharking operation (for example) and so on.

If you remember when reading Pistone, the part when Brasco and Lefty wanted to start loansharking activities down in Florida, Sonny Black explained to them that the Family consigliere, Stevie Cannone sat on the Family´s money and was going to lend out money to them.

Yeah, I understand about a legit business but he mentioned a Racket. Racket's arent legal.

Daco, pick up a book or two. Many of your questions can be answered in for example Pistone´s book. (the 1987 edition) "Donnie Brasco, my undercover life in the Mafia" by Joseph D. Pistone with Richard Woodley. That´s one book I recommend. If you can´t find it on the internet for some reason, check your local library, they might have it.

Bill Bonanno and Gary B. Abromovitz "The Last Testament of Bill Bonanno" goes into great detail how mobsters interact with eachother and explains the roles of the different ranks within the Mafia.
