Leadership was disbanded roughly after 1990. East side of the core city is mostly black. It's one of the most "segregated" cities in America (voluntarily so; people have just settled in together with people like themselves).

Anyway, it's a mistake to judge Cleveland by its core city alone as it's inner ring of suburbs are just about as urban as the core city - the core city (it's about 60% black) is actually quite small geographically, with just under 400,000 people. The metro area, which is mostly urban, is about five times that. (six if you count Akron; some people do, but I think it's too set off to count as part of "Greater Cleveland").
