He was really young and the Bonnanos had alot of old timers why would they put sal in/And then he goes to montreal and cant do anything but be a mid level guy but in New york (the hardest place to make it) he becomes an acting boss

The easiest answer would be that he was the most trusted by the boss before him. Tommy Bilotti wasn't named underboss by Paul Castellano because he was a genius, but because he was the most trusted by him.

This seems to be the best answer he was probably close to basciano.Because he really didnt have a rep as a tough guy or a big earner so he just seemed like an average wiseguy
