Since Rocco is clearly the best character of the trilogy, it was an obvious distraction to the ending montage.
I've read before that he was intended to be kept alive, but actor Tom Rosqui had his life cut short by cancer. There are a couple of weak connections you can make. Maybe it shows that Michael no longer has no need for Rocco and his men, remnants of the happier days in New York. Although, given his paranoia, I really can't understand why Michael would take a chance on throwing away the established leader of the crew that provides him the most security. You know what makes the most sense to me? On 'getting rid of all his enemies', perhaps Rocco was Michael's enemy. He had failed to keep the compound safe. By putting his life at risk, he's taking appropriate punishment for that failure. If he dies, so be it. If not, then he's re-proved his dedication?
