I have to assume that, since either the FBI or the NYPD prepared the charts, they were done with taxpayer money--meaning that you could get them for free from those agencies if you knew where to look.

I think even the government charges at least shipping and handling for copies of archive stuff, especially large things like these charts. The difficulty of finding them also might be considerable. Plus, where they are might not have access to a copier big enough to do the job. I'm just playing devil's advocate here- I'd love to be proven wrong.
