Chicago, being the second most powerful city after New York, had a seat on the Commission, and this was also used to hear the affairs of Cleveland, Milwaukee and Kansas City. Chicago then took these points to a Commission meeting or to the only Boss that would meet outsiders - Tony Salerno.

It was also said that Tony Salerno helped iron out a problem with the Cleveland leadership, with 2 gangsters, one being John "Peanuts" Tronolone, meeting Salerno in New York at his Palma Boys Social Club. Can the Salerno - Cleveland situation be verified as fact?

Traditionally, the Outfit has represented all families west of Chicago while the Genovese family has represented families east of Chicago (i.e. the Buffalo, New England, New Jersey, Philadelphia, Pittsburgh, Cleveland, and Detroit) That is why the delegation from Cleveland met with Fat Tony Salerno at the Palma Boys Social Club in Harlem. Their conversation, which was recorded by an FBI bug, covered a number of things, including who they wanted to be the next president of the Teamsters Union. Of course, this is all largely in the past. The Commission hasn't been national in scope since the 1950's and, over the years, became smaller and smaller until it was basically just the New York families. And the last Commission meeting between them was in 1999 or 2000.
