I think Tony was trying to show everyone he was still the boss. Remember he was looking around for someone to beat up and all he saw was middle aged fat dudes (Paulie, Patsy, and Bobby)? Perry was the logical choice because he was young and strong, Tony had to show that the gunshot wound wouldn't make him weak.
Correct. His nature as a man and as a crime boss overlap.

With these recent mentions of the RICO case that's been building for 5 years or so I can't see any other way than to have Tony end up in jail.

Good point. But Chase seems to be a master of misdirection. While watching the reruns I thought about all of the past events and people, anyone of which could serve as the basis for the finale. For example, Patsy almost shooting Tony while in his back yard. I had completely forgotten about that.
