The game takes place in Silver Bell City{aka Philadelphia} and the areas around such as Little Laos, Casino City{aka Atlantic City}, and Bayside City{aka Baltimore}. The game would take place in 1998.

You are Brian McKinley, your uncle is the last of the Irish bosses, Evan O'Brien. After you return from your service in Kosovo, he requests that you come work for him...since you do need cash. The O'Brien family is in a power struggle with the Italian family: the Romero family. The boss of the Romero's is "Stout" Pete Romero, a bloodthirsty boss{ala Scarfo} with no tolerence for Irish.

Gangs:
O'Brien Family: Once the dominant force in the mid 70s to late 80s, it took into a decline in mid 90s. They rarely use acts of violence, since McKinley feels negotiating has better long term results. However, they are at the brink of war with the Romero's.

Romero Family: The most powerful gang in Silver Bell City, their acts of violence only intimidate the police. Romero Boss feels that he will easily defeat the O'Briens in a war...now that he has paid off the entire SBCPD.

The Comrades of Casino City: A group of disgruntled former Red Army soldiers. They have control of over half the casinos in CC and have trade ties with Moscow. In 1994, fearing war with the O'Briens, they allied themselves with the Romeros, becoming their top allies. They kill the O'Brien's on site. Their leader is Miroslav Tailikh, former General during the Soviet-Afghan war.

Jewish Avenue: Jewish convicts who were exiled from Israel. They serve as mercenaries to all gangs, but have recently been seen working with the O'Briens.

N.W.G.: Niggaz wit Gunz, is an allie with the Romeros, due to O'Briens racism with blacks. They control most poor black areas of the cities, usually always armed.

Little Laos Gang: Formed in 1996, the cheif ally of the O'Brien family. They supply them with arms, explosives, and vehicles.

Areas:
North Bell: The docks and prostitution are located here, and is completely run by the O'Briens. This is usually where most of the gang members operate.

West Bell: Half is run by Little Laos and the other is run by the O'Brien family. The two became allies due to their location.

South Bell: This area is 75% of where the N.W.G. operates, the other parts are a mixed bag of the Jewish Avenue and the Romero Family.

East Bell: The heart of the city! Run 60% by the Romero's, 27% by the O'Briens and 13% by the N.W.G. 3 years ago the Irish had 90% control over East, but has been rapidly declined.

Bayside City: A city only a fourth the size of Silver Bell, however has become a hotspot of the Romero family. They are the only ganag there.

Casino City: The only area where the Comrades operate and is the home of gambling across the region.

Buinesses:
The Docks and Shipping: Controlled by Irish
Narcotics: Irish, N.W.G. and Italian
Gambling:Irish, Italian, and Comrades
Prostitution: Loas Gang, Irish, N.W.G. and Italians
Extortion: ALL
Racketeering:ALL

Nice idea dude....though how about Carson City getting featured in a GTA game for once?

Liked the whole exiled-Israeli convicts angle there.

Good idea I thought Carcer City would have been a good location but we've seen that in manhunt and GTA IV is suppose to be completely new. But the time period is wrong it'll takes place either after GTA III or way before its suppose to be a new era.
