I noticed not many new school (80s - today) mobsters grew moustaches and I remember the part in Donnie Brasco concerning that but they never explain the reason.

I don't know that it's a Mafia-wide "rule." Perhaps some families decree against moustaches and beards because it's a way for a boss to enforce "discipline." Or, it may be that they think facial hair is a sign of "vanity" that's unacceptable to a "hard guy." If that were the case, there'd be a fire sale on gold chains, fancy suits, shoes, cars, etc...

The reason they don't have beards,or moustaches,is that it was forbidden after they got rid of the traditional bosses,like Maranzano.These guys were called Moustache Pete's.They broke with the past,and thus also with facial hair...

When i saw the movie Donnie Brasco and I heard Lefty (Al PAcino) sayin that Donnie must shave his mustache off, I always thought it had something to do with the Moustache Pete's. But I didn't know it was really so... But I dont think its a basic rule (just like that you dont go in a expensive restaurant with only your swimming trunks), I'm not sure but I thought Sam DeCavalcante had a little moustache..

There were plenty of cops,and feds with moustaches,in the 70's.I find it hard to believe they wore,or saw it as an act of rebellion...
