can't say i'm surprised.. i would love to see the people who defend cops on a regular basis justify this one.
the fact is that police in america have a problem overstepping their boundaries and very rarely face repercussions for it. so what is there to deter them? until they actually face consequences for their actions this will not change.
a huge problem here is that until you experience it yourself, most people act like the police are infallible heroes who can do no wrong and will offer up a million excuses as to why they're justified in their acts.

If I were in that situation, I would just eat the ground with my hands and legs spread out. If they're going to shoot me for just laying their motionless, with my hands and legs in their sight and spread out, completely immobilized, then let them. Karma says one day they'll encounter a suspect who they're not aware is armed, and who'll show them the same mercy. They could still have shot you, using the excuse "He did not comply". I saw a video of a man in handcuffs tasered to death in front of his parents by a state trooper in the back seat of a car. The officer kept yelling "Comply!" The handcuffed man was mentally ill, and but did not seem to struggle much. After tasering him 11 times, he was dead. The police, upon hearing they had killed him, high fives each other. The excuse "He would to comply" was what they used.
