I agree with Oak that Phil was unfit for boss. Tony was perfect as boss, Phil lacked the mind set. He never got over Billy, despised Tony for it and as a result it got in the way of decisions and money

Every problem ties into another. Tony told Sil "every decision you make affects every facet of everything" - Blundetto goes straight > Tony tries to convince otherwise and eventually succeeds > Blundetto kills Billy > Tony kills Blundetto (and makes it worse) , I've came to the conclusion that Blundetto screwed it up when he decided to go straight, though with that being said he wasn't already made but he was both Tony's cousin and gotten involved in the life. If he immediately resumed Tony probably would of taken care of him which wouldn't require him killing Billy for the extra cash

Phil was one of my favorite characters in the series. Although he was old school LCN thru & thru, he was antiquated. Not just Phil but Uncle Junior, Richie Aprile, Feech and a host of other guys too. The old ways of honor and traditions got replaced with greed and betrayal.
