One way you can pull it off is through sit downs. The smart thing to do would be to have sit downs and discuss it with the capo who is losing guys and the new capo who is receiving soldiers under him.
Make sure everyone is happy with the new arrangement and stop any beefs before they get out of control.
Maybe a capo has a soldier and although he may be a good earner he causes lots of headaches for the capo and he won't mind to see him in another crew.
Maybe losing a soldier to another crew opens up a spot for someone more favorable to the capo.
I don't have any examples but I'm sure there are times when those things have happened.
I would think the bosses would make sure that everyone is happy or you're going to have problems.
Unless the bosses are trying to weaken a captain because of a perceived threat then I don't think the bosses would strip a capo of his guys without making up for it another way.
