For sure Vince was a member of Laborers Local 1058. I have no knowledge of him also being a Ba for Local 95. That doesn't mean he wasn't. It only means that's news for me.
he was definitely part of local 95 which was under the umbrella of local 1058
Now that would explain his relationship with Local 95 being that it was under Local 1058's umbrella.
