Because rats have the survival of the fittest within their genes!!! We need more rats, that way LCN never dies... If EVERY single wiseguy got sent to the electric chair, there'd be no one left
At lease with a rat, granted he sends a few to jail (consider it collateral damage) but when the rat gets out he continues to rob and scheme- thus ensuring LCN thrives
Plus the Feds turn a blind eye mostly....
