Fighting in Syria's Aleppo leaves 2 million without water

BEIRUT (AP) — The battle for Syria's contested city of Aleppo has crippled its infrastructure and left 2 million residents without running water, the U.N. children's agency said on Tuesday.

The dire warning came as Syrian activists said government warplanes were bombarding opposition-held parts of the city and the United Nations called for a "humanitarian pause" in the fighting so that electricity and water networks can be repaired.

Rival parties, however, were seen bringing in reinforcements to Aleppo ahead of an expected new round of fighting after opposition groups breached a government-imposed siege and cut a key government route to the city over the weekend.

The battle for Aleppo, the country's largest city and former commercial heart, is pivotal for the Syrian civil war. It is not clear whether the rebels will be able to keep their new gains, but the breach causes a dent in the Syrian government's new confidence and territorial expansion, bolstered by Russian air support.

On Tuesday, two U.N. aid officials, Yacoub El Hillo and Kevin Kennedy, said in a statement that the water and electricity infrastructure had been damaged in the fighting. They said that the total number of civilians living in "de facto fear of besiegement" is now over two million.

"At a minimum, the UN requires a full-fledged ceasefire or weekly 48-hour humanitarian pauses to reach the millions people in need throughout Aleppo and replenish the food and medicine stocks, which are running dangerously low," the two said in a statement from Damascus.

With fighting disabling the power to the city's water pumping facilities, Aleppo residents have had access to running water for less than 24 hours since the end of last month.

UNICEF's Syria representative, Hannah Singer, said "families in Aleppo are facing a catastrophic situation" and warned of a "grave risk" of waterborne diseases.

The World Health Organization said more than 15 Aleppo doctors who were outside the city when the government laid siege to the eastern part of it in mid-July and were now unable to return. The organization said it can confirm at least 10 attacks on medical facilities in eastern Aleppo in July alone.

whats happening in Syria is very sad it is so fucked up at the moment its going to be years before the war ends and when it does there is going to be nothing left millions have fled to Europe and other middle eastern countries hundreds of thousands dead entire cities flattened by airstrikes

Ten years ago this was a stable country sure assad who is a dictator was running things but like with Saddam Hussein one devil is better than a hundred. Syria is now divided into so many factions you have the kurds, ISIS, Syrian rebel army (which are made up of loads of small groups some which are AL Qeada affiliated but US still backs them) and The Syrian Government that country is fucked.

This is going to get worse there is going to be another increase in refugees to Europe as the deal they have with turkey is collapsing and even if it does not collapse soon they will simply go through Libya and because the war is getting to stalemate Assad looked like he would win now it looks even again this war will go on for years half the country hates Assad other half love him plus he has Russia backing him

His old show had fantastic ratings. He left to start his own tv network he was always big on history. Just came out with a new book on history.

The only thing bad about beck was he loves Cruz.

Read the Most Blood-Boiling Parts of the Justice Department's Scathing Report on Baltimore Police

Unconstitutional stops, excessive force, racist slurs, and little internal oversight.


The Justice Department's Civil Rights Division released its long-awaited investigation into the Baltimore Police Department Wednesday, finding the department engaged in a pattern and practice of civil rights violations against the citizens it is sworn to protect.

Launched after the 2015 death of Baltimore resident Freddie Gray while in police custody, the Justice Department investigation found, among other things, that Baltimore police regularly engaged in unconstitutional stops and arrests, discriminated against African-Americans, used excessive and unreasonable force against youth and the mentally ill, and unlawfully detained, arrested, and retaliated against members of the public for engaging in protected speech.

"These violations have deeply eroded the mutual trust between BPD and the community it serves, trust that is essential to effective policing, as well as officer and public safety," Vanita Gupta, the head of the Justice Department's Civil Rights Division, said in a press conference Wednesday morning. "The problems in Baltimore didn't happen overnight or appear in a day. The pattern or practice we found results from long-standing, systemic deficiencies at BPD. The agency fails to provide officers with sufficient policy guidance and training; fails to collect and analyze data regarding officers' activities; and fails to hold officers accountable for misconduct."

Among the litany of abuses, oversights, and failings of the Baltimore Police Department, the Justice Department report found the city's police regularly retaliated against citizens for what amounted to mouthing off to officers:

In one case from 2011, officers tackled and used a taser to drive-stun a young black man who was, in their view, "loitering" near a market during business hours in downtown Baltimore. When told to move, the young man refused and swore at the officers, who then tackled him. Nothing indicated the man was armed, violent, or presented a danger to the officers or others. Supervisors who investigated and approved the incident failed to recognize that the force appeared to be retaliatory, even though the man, when interviewed, told them he believed he was tackled because he cursed at the officers.

Citizens who attempted to report misconduct faced similar threats:


In another incident from 2010, an African-American man stated that he witnessed officers use excessive force during an arrest and punch a fourteen-year-old boy who attempted to film the arrest on his cell phone. The African-American man recounted that the officers used "the word 'n****r' frequently" and asked him if he "take[s] it up the ass by Allah." When the man went to the district headquarters to report the misconduct, he was met by the same officers who told him, "What brings your black ass back here?"

Even in cases where citizens managed to report misconduct, the Baltimore Police Department's internal investigations were inadequate and half-hearted:

BPD conducted a similarly inadequate investigation in a 2010 case that also alleged racemotivated misconduct. There, an African-American man alleged that while being held in a cell at the Southwest District, several officers called him a "monkey" and a "n****r" while beating him. The investigative file, which consisted solely of a few summary paragraphs about the incident, revealed that the investigating officer administratively closed the case without even reading a related incident report because "it was locked in the report box at the time of my investigation."

The Justice Department investigation also found that officers regularly engaged in unconstitutional stops and arrests to "clear corners." Those unconstitutional actions were sometimes performed at the command of supervising officers, the report found. In one case, a Baltimore police sergeant ordered a patrol car to perform and unconstitutional stop while a Justice Department official was in the car:

During a ride-along with Justice Department officials, a BPD sergeant instructed a patrol officer to stop a group of young African-American males on a street corner, question them, and order them to disperse. When the patrol officer protested that he had no valid reason to stop the group, the sergeant replied "Then make something up." This incident is far from anomalous. A different BPD sergeant posted on Facebook that when he supervises officers in the Northeast District, he encourages them to "clear corners," a term many officers understand to mean stopping pedestrians who are standing on city sidewalks to question and then disperse them by threatening arrest for minor offenses like loitering and trespassing. The sergeant wrote, "I used to say at roll call in NE when I ran the shift: Do not treat criminals like citizens. Citizens want that corner cleared."

The Justice Department was also "troubled" by the BDP Sex Offense Unit's cavalier attitude toward women who attempted to report sexual assaults:

One victim advocate told us about a detective in the BPD Sex Offense Unit making comments at a party, in the company of BPD officers and victim advocates, that, "in homicide, there are real victims; all our cases are bullshit." When another person suggested the detective soften the statement, the detective added, "Ok, 90 percent." We also reviewed e-mail correspondence between a BPD officer and a prosecutor in which they openly expressed their contempt for and disbelief of a woman who had reported a sexual assault: the prosecutor wrote that "this case is crazy. . . I am not excited about charging it. This victim seems like a conniving little whore. (pardon my language)."; the BPD officer replied, "Lmao! I feel the same."

According to the report, the Baltimore Police Department also did little to investigate claims that its officers coerced sex workers. "We heard complaints from the community that some officers target members of a vulnerable population—people involved in the sex trade—to coerce sexual favors from them in exchange for avoiding arrest, or for cash or narcotics," the report reads. "Unfortunately, we not only found evidence of this conduct in BPD's internal affairs files, it appeared that the Department failed to adequately investigate allegations of such conduct, allowing it to recur."

The Justice Department and the Baltimore Police Department have now entered into a consent agreement to implement reforms.

helen wheels- read the report by the justice dept, about the Baltimore police, hard to believe. I guess that's what happens when you militarize police, but most police depts. have that kkk mentality, the one that really stands out in my mind, is the ten year old boy shot to death in Cleveland, the video shows a cop car pulling up and within 3 seconds the boy is dead.

it has been going on forever, but, with video cams, and cell phone cameras the police brutality is coming right at us.

NYPD Officers Sue Saying They’re Being Punished For Refusing To Discriminate

More than two years after a class action lawsuit exposed the quota policy behind the NYPD’s rampant use of stop-and-frisk, new lawsuits filed this week allege the system requiring officers to make a certain number of arrests and issue a specified number of tickets and summons, is still in effect. And officers of color are threatened and punished for speaking out against it.

For years, the de facto quota policies in the city have contributed to racial profiling in the form of unlawful stops. Between 2002 and 2011, 90 percent of the people subjected to stops were black or Latino. Close to 90 percent resulted in no arrests or summons, and the majority of arrests — made as a result of the stops — were for marijuana.

In a class action lawsuit filed Monday, 12 black and Latino officers claim the NYPD is violating New York State’s Labor Law by implementing precinct quotas for issuing “summons, tickets or number of arrests” and penalizing officers of color who refuse to follow the discriminatory policy. They are harassed by their peers and superiors, “threatened with termination,” denied benefits, and transferred to less desirable positions. The officers are also given poorer evaluations than white cops, who more willingly target communities of color, as a way to force them to meet the quotas.

A second suit filed on Tuesday by one of the 12 officers, Adhyl Polanco, says his colleagues have retaliated against him since 2009, for revealing the quota system to the media and detailing widespread corruption among the city’s officers. He was called a “fucking bitch” by one of his colleagues, and has been suspended, placed on mental watch, and put on probation.

But much like the punitive measures Polanco has faced for exposing the quota system, additional plaintiffs involved in Monday’s lawsuit detailed specific acts of punishment and backlash for their defiance in the past few years. For instance, Sandy Gonzalez was stationed alone in a dangerous neighborhood in cold temperatures, as a form of punishment for refusing to make an arrest and issue 20 summonses in one month. When Puerto Rican officer Pedro Serrano complained about the discriminatory policing tactics used in his precinct, he was told by a superior that people in his precinct, many of whom are also Puerto Rican, are animals. Serrano has also received poor performance evaluations for reporting misconduct and blasting the illegal quotas. On one occasion, he saw an officer unzip a black man’s zipper and touch his penis and buttocks.

In July, city attorney Elinor Sutton charged the NYPD with destroying evidence about hundreds of thousands of summonses issued to meet city-wide quotas. With the help of whistle blowers, she has obtained emails and text messages that have since been deleted. She also points to the department’s official document-shredding policy.

But the NYPD still denies that the quota system is ongoing. “There are no numerical enforcement quotas established by the NYPD,” claimed Deputy Commissioner and spokesman Stephen Davis. “Performance evaluations are conducted for all department employees based on an assessment of their duties, responsibilities and specific conditions of their assignments.”

Still, the plaintiffs’ lawsuits suggest the policies still exist and are used to justify unlawful stops.

In 2014, Police Commissioner Bill Bratton announced his commitment to slowing down the stop-and-frisk program used to meet mandatory quotas, and has since slammed his predecessor for creating hostility between officers in black and brown communities. “The No. 1 issue we heard over and over again was that the black community — rich, poor, middle class — was concerned about this issue,” he recently told the New Yorker. “The commissioner, whom they liked quite a bit, and Mayor Bloomberg, who polled well for a long time, just weren’t listening. They were kind of tone-deaf to this issue. So we worked really hard, myself and Mayor de Blasio, to respond.”

The 'shit you can't make up' is the cognitive dissonance it takes for Trump to stand there saying that everyone who stands behind a politician at a rally is their bestest best friend - and that he knows this from experience- while having Foley in the same position vis a vis Mateen and Clinton.

Mateen Sr is a homophobe bad father with backwards stone age religious views (Not all that different from some Trump supporters, ironically). Foley is a pedo (Not a former pedo, it's not like being an ex smoker. The urge doesn't go away). Of the two, I'd say the pedo is worse. Now, if it were Mateen Jr and Foley being compared, I'd say Jr was far worse.

We'll have to agree to disagree on this one, Helenwheels. Being a supporter of the Taliban is not just being a homophobe, it also advocates the killing of apostates, the imposition of Sharia on "People of the Book," the killing of unbelievers, slavery, polygamy, etc. BTW, pedophilia is common and even accepted (not by everyone, but by a lot) in Afghanistan. So yes, I'd say that's far worse than a single pedophile.

Second, you don't know that all pedophiles are attracted to children forever. That's an assumption that's never been proven and can't be proven, so it's an overgeneralization and assuming facts not in evidence. Even if a person does have that attraction it doesn't necessarily follow that he/she will molest again. In fact, there are plenty who don't. Or you could just follow the sort of punishment that ISIS proscribes, which is the death penalty, but if you're going to apply the death penalty to pedophiles then you're also going to have to apply it to gays and fornicators.
