Bad comparison. The guys in the commision case only had more time on the streets because law enforcement lacked the technology that enabled them to get Gotti. Gotti flaunting himself may have caused them to dislike him but business is business and he would of went down no matter what.
If the feds had that technology back in the day, lcn would of died in the 70's.
Also, law enforcment most certainly did breath down their backs. You dont think DellaCroce was low key? They managed to bug his hospital bed.
Also, the feds didnt use Rico properly before the 1980's.
Remember, no matter how low key a boss is, he is still a boss and is a great trophy for law enforcement. Careers are made over shit like that.
