It doesn't have to be murder. They can give you a beating, threaten your family, burn your house down, shoot up your car, etc. If they're smart about it, there is no way for the police to arrest you unless they do an actual investigation into the loan sharking activities. And like another poster already said, the police aren't going to waste their time on every dead beat that can't or doesn't want to pay their debt.
