From what I've read, Furnari became consigliere in the early 80s. Here's a court document where it says D'Arco testified that this was the case:

And like pmac said, this means he wasn't involved in the authorization of the Galante killing.

If that's the case though, I don't know who held the position after Rao. Wiki says Vinnie Beans but doesn't give a good source.
