It's safe to say that the decline, on a national level, started in the '60's and the nail in the coffin was the 80's when the government started to implement RICO correctly. After that there was basically no more cooperation on a national level and the commission also became just a NY thing. And because, like you said, a lot of families didn't make enough men + the assimilation process, most families never recovered..
