Paid for with some gov money 2 year program and the private sector could help pay and a job placement program. Cost of that now is apx under 15 thousand total. Cheaper then college.

Let's say their on welfair while on it ends in two years they can go to trade school. Then they get off and have a job at the end of those two years.
