Regards terrorism maybe not directly but indirectly, financing activities etc (moving drugs, fraud eg credit cards etc) I'd say it's not beyond some of these guys to look the other way and deal in the above with funding networks.
The point being when enough monies involved nothing is sacred.
You can't expect guys who chop up bodies as part of their job description to hold in concrete any unbreakable moral or ethical standpoint.
