It was with the Mexican Marines the Mexican police are all corrupted and don't engage organized crime. It's the Mexican army and Marines that go after the cartels FYI. But yeah it's weird that he doesn't have handcuffs which is not uncommon. Usually Mexican capos are handcuffed when they are presented to the media or transported to the max security prisons. Z-40 was wandering around without handcuffs in a Mexican Marine base/HQ.
