Halloran was a Genovese associate who had Transit-Mix Concrete Corp. and Certified Concrete Co. Through those two companies the family was able to monopolize the supply of concrete to the city. I don't think it was ever shown how or why he disappeared in 1998, despite the obvious mob connections.
