Hypothetically, what kind of rackets would an under the radar guy be involved in? Or does it not matter? U would think most street level bookies are known. Are these usually white collar guys that LE would have a hard time pinning down?
I think people who are under the radar generally tend to be people in businesses or unions who use the mob to strengthen their position and make more money. An old example is Ralph Scopo who flew under the radar until he was caught meeting with Colombo family administration.
