The US military, (Notably, the Air Force, and the Marines) have conducted black opts in Mexico over the years. Mexican Cartels have come across the boarder to kill their enemies. The DEA gone repeatedly across the boarder going after the Cartels, though Barracks Obama has put somewhat of a stop to it.
