It is likely that if an indictment is made against Vena, it will be for minor loansharking or running book, unless they can tie him to old homicides. The feds probably do not want to charge Vena for a loansharking or book operation, where he will essentially serve 1 year in federal custody. They probably want him for old homicides, which would require someone more knowledgeable than Hollingshead to flip.

I do not know if Pannozzo is made, but clearly he is held in high regard by Grand Avenue. Pannozzo must have had the green light to rob Hollingshead's house, which means Vena probably gave the ok. This is turn indicates Hollingshead was not well respected by Grand Avenue and probably not privy to much information, other than his own activities with Pannozzo.
